He usually orders parts or equipment and provides fake credit card numbers. After a card is declined, he promises to fix it with his bank and give you another phony credit card. Sometimes a card is going through, but you will get a chargeback the next day. If you ask him to pay through a wire transfer, he will provide a fake wire confirmation and ask you to send the order as soon as possible because the end customer is ready to pay and waiting for this order.
